Assessing Regional Commitment to Water Sector Reform and Aggregation

The project team met with local mayors, public utility leaders, and ministerial representatives at Veles Lake to evaluate the readiness of three pilot regions for water service clustering. The two-day strategic workshop focused on validating current tariff methodology assessments and addressing the operational challenges of implementing Tariff Adjustment Plans (TAPs).

The water sector in North Macedonia is advancing its regional reform initiatives. At a joint strategic workshop held at Veles Lake, national ministries, the Energy and Water Services Regulatory Commission (ERC), and local leaders from Bitola, Prilep, and Kumanovo gathered to map out the future of regional water service clustering and tariff restructuring.

The workshop provided a collaborative platform to assess the realistic expectations and ambitions of local stakeholders regarding inter-municipal cooperation. Participants from the pilot regions examined the core challenges currently impacting public utility companies, such as high fragmentation, financial gaps, data unavailability, and municipal bottlenecks during tariff approval processes. Special focus was dedicated to evaluating how Tariff Adjustment Plans (TAPs) can be effectively implemented by raw water suppliers to overcome liquidity constraints and bridge the gap between depreciation and future investments.

Through interactive working group sessions, regional representatives evaluated multiple clustering models—ranging from functional aggregation and service contracts to the creation of joint public enterprises based on inter-municipal cooperation. The discussions allowed local leadership to clearly define their operational priorities and "red lines," specifically addressing vital concerns surrounding pricing affordability, asset ownership, outstanding liabilities, and maintaining fair treatment for smaller municipalities within a cluster.

The event concluded with a validated roadmap and a draft cooperation framework. This framework establishes the technical assistance, financial incentives, and legal support the project will provide, successfully securing a shared commitment among ministries, municipalities, and utilities to drive the reform forward.
