Defining ADKOM’s Expanded Role in National Water Sector Reform
The project team hosted key stakeholders at its Skopje office to validate the ADKOM Needs Assessment Report and map out the association's future institutional capabilities. The validation workshop focused on setting strategic priorities across advocacy, capacity development, and service provision to strengthen support for utility providers across North Macedonia.

On May 28, 2026, representatives from ADKOM and project experts convened at the local project office in Skopje for the ADKOM Needs Assessment Validation Workshop. The session served as a crucial step in evaluating current operational constraints and charting an expanded, modernised role for the association within North Macedonia's ongoing water sector reforms.
The workshop opened with a comprehensive snapshot of the Needs Assessment (NA) Report, reviewing ADKOM's current strengths, operational bottlenecks, and financial constraints within the broader framework of national water management. Participants engaged in validation discussions to review findings regarding the association's mandate, existing infrastructure, and resource sustainability, establishing a clear rationale for an expanded role in the sector.
Working sessions centred on defining how ADKOM can actively support utilities across three core pillars: advocacy and coordination, capacity development, and direct service provision. Stakeholders evaluated the key competencies, missing capacities, and resources needed in the short term to ensure ADKOM can effectively lead these initiatives.
The event concluded with a consensus session where participants prioritized the top two to three strategic goals for ADKOM over the next two years. This validated framework establishes clear next steps for strengthening ADKOM’s organizational capacity, ensuring the association is fully equipped to guide public utilities through upcoming sector adjustments.
